It is the intent of Hazard Community and Technical College to provide a benefits program with a broad foundation upon which employees can build for the security and well being of their families.

The college has two sets of benefits for the various employee groups. Those employees governed by the Kentucky Community and Technical College System and the State policies and procedures are covered by the KCTCS benefits package, which includes several state government options.


Those employees governed by the University of Kentucky policies and procedures are covered by the UK benefits package.

Health Insurance

KCTCS participates in the state health insurance plan. KCTCS provides a contribution towards the plan of coverage. Employees may select from various coverage levels and plan levels.


For those employees participating in the UK benefits package, KCTCS provides a contribution towards the plan of coverage. Employees may select from various coverage levels and plan levels.

Term Life Insurance and Accidential Death and Dismemberment (AD&D)

KCTCS provides $20,000 of Life Insurance and Accidental Death and Dismemberment (AD&D) coverage for eligible employees under KCTCS, 18A and 151B Personnel systems. Optional Life and AD&D coverage are available.


Those employees participating in the UK benefits package receive $10,000 of basic life. Optional AD&D is available at an additional cost.

KCTCS, 18A, 151B, and KCTCS employees still under the University of Kentucky (UK) policies/benefits are all covered under the State Workers Compensation plan.

Long Term Disability


KCTCS provides a Long-Term Disability plan for regular full-time KCTCS employees that are enrolled in a Defined Contribution 403 (b) Plan (matching contributions).


KCTCS employees still under the University of Kentucky (UK) policies/benefits have Long-Term Disability coverage through the UK Benefits Plan.


KCTCS employees that participate in KTRS/KERS have disability retirement benefits available through their retirement system.

Retirement Plans


KCTCS offers two retirement plan options for KCTCS personnel; the Defined Benefit Plans and the Defined Contribution Plans. It is mandatory that regular full-time employees participate in a retirement plan.

Defined Benefit Plan

Offered to 18A, 151B and employees under KCTCS policies/benefits. Not available to KCTCS employees still under the University of Kentucky benefits/policies. Membership in KTRS may be mandatory(allowed or not allowed) depending upon the position occupied.  Employees not allowed to participate in the KTRS plan due to position requirements will be enrolled in the KERS plan.

Defined Contribution Plan

Offered to all KCTCS employees. Employees may invest with four carriers: American Century, ING, Fidelity and TIAA-CREF.

Those employees participating in the UK benefits package may invest with three carriers: American Century, Fidelity and TIAA-CREF.

Voluntary Supplemental Retirement Plans

Voluntary contributions to supplemental retirement plans may be payroll deducted on a pre-tax basis.  These options are available to all regular, fulltime employees.

Flexible Spending Accounts (FSA)

FSA accounts are tax free accounts that can save an employee money on eligible medical and dependent care expenses. Authorized dollar amounts per pay period are deposited to a FSA account from pre-tax salary. There are two types of FSA's: a medical FSA and a Dependent Day Care FSA.  The employee may be eligible to use both.

Employee Education Program

Regular full-time KCTCS, 18A, 151B, and KCTCS employees still under the University of Kentucky policies/benefits are eligible for 6 credit hours per semester of tuition defrayal at any public state higher education institution (a total of 18 credit hours per year). Dependents of KCTCS employees are eligible for 6 credit hours of tuition defrayal per semester at any KCTCS institution.

KCTCS offers dental plans from various carriers. Coverages vary dependent upon the personnel system of the employee. Depedent coverage is available.

KCTCS offers employee discounts at several business including hotels, health clubs and amusement parks. Employees must present Hazard Community & Technical College Employee ID to obtain discounts. Click on link below for list of business that provide discounts.

Vision Plans


Regular full-time KCTCS, 18A and 151B employees receive a supplemental vision plan along with their dental coverage with some vendors. The premium will be paid on a post- tax basis and will be payroll deducted.

Regular full-time, part-time, half-time, and temporary employees under the University of Kentucky benefits may participate in the group vision plan. The premium will be paid on a pre-tax basis and will be payroll deducted. University of Kentucky

Retiree Health Benefits

KCTCS retirees will be eligible for the same health plans that are available to active KCTCS employees through the Public Employee Health Insurance Program.   Retirees who are age 65 or older and eligible for Medicare Part B are eligible to participate in any Medicare Eligible Secondary Coverage plan offered by KCTCS.

18A and 151B retirees will be eligible for the same health plans that are available to active KCTCS employees through the Public Employee Health Insurance Program.  Retirees over the age of 65 should contact their respective retirement carrier, KTRS or KERS. The individual retirement carrier administers the over age 65 health insurance programs.

Those employees who retire under the UK benefits options are eligible for the same health plan options that are available to active employees even though the rates may be different. Retirees over the age of 65 are eligible for the UK Retiree Costs Medicare Carveout Plan.

Employee Assistance Program

KCTCS, 18A and 151B employees have access to Horizon Care.  It is a confidential consultation and counseling service available 24 hours a day, providing professional telephonic assessment and triage for issues.

Those employees under the UK benefits system have access to REFER.  It is a resource and referral service for employees.
