HCTC STAFF BY-LAWS

I. Name:
The name of the organization
will be the Hazard Community and Technical College Staff Council.
II. Purpose:
The purpose of the Staff
Council is to
• Promote and enhance
the communications and in general, the working conditions of all professional
and support staff employees of the college;
• Serve as an advisory body to the KCTCS Staff Council;
• Serve as a liaison and advisory body to the President/CEO;
• Set agenda for monthly staff meetings;
• Aid in selection process of committee assignment for Staff
• Promote professional development
(Note: The resolution of individual
personnel concerns is not the responsibility of the Council, but is
rather a matter for administrative and supervisory personnel).
III. Definition of Staff:
Staff is defined as personnel
having titles and job responsibilities as identified by the 18 classification
bands established by the KCTCS Board of Regents. The President/CEO
is excluded from membership.
IV. Membership:
The Staff Council will consist
of members elected by the Staff. Nominations and elections will be
held in April. The number of Staff Council Representatives will be
determined using the following formula:
(20 employees in the support staff category = 1 representative; every
20 employees in the professional staff category = 1 representative,
Staff will also elect a Staff
Representative to the HCTC Board of Directors, in accordance with the
Board of Directors by-laws, who will be a standing member of the Staff
Council. The HCTC Board of Directors Staff Representative will serve
a two year term on the Staff Council
From the elected Staff Council
members, the Staff will nominate and elect the Chair, Co-Chair and
Secretary of the Staff Council.
A. Initial elections will
be staggered with one and two year terms. Terms thereafter will be
a two year term.
B. The elected Chair of the Staff Council will serve as the KCTCS Staff
Council representative for Hazard Community and Technical College.
C. Any representative who is unable to complete a term will be replaced
by a special election.
D. The Hazard Community and Technical College Staff Council will be responsible
for communicating any actions of the Staff Council, including distributing
the minutes and attachments from the meetings and bringing to the attention
of the Council concerns of the employees.
V. Officers:
The Staff will elect from
among its members, the following offices Chair, Co-Chair, and a Secretary.
These officers shall be known as the Executive Committee of the Staff
Council.
A. Elections will be held
at the April Staff meeting.
B. The Chair will preside at Staff meetings.
C. The Secretary will keep minutes of all meetings and will prepare an
official copy of the minutes for distribution to all members of the Staff
with copies sent to appropriate locations.
D. Each officer’s term of office will be for one year. Officers
are eligible for re-election, not to exceed two (2) consecutive years.
VI. Meetings, Minutes and Communications:
A.
The Staff Council will meet twice a semester during the fiscal
year or
as warranted by urgency of issues.
B. A simple majority of the Staff will be considered a quorum for conducting
business. A majority vote of members present will carry a motion.
C. The Secretary will issue copies of the minutes and other communications
to all Staff.
D. The Staff Council will act upon business presented by the Staff and
will make recommendations as necessary to the President/CEO.
E. Members will submit agenda items to the Staff Council at anytime prior
to the scheduled Staff meeting. Emergency items may be added to the agenda
at the discretion of the Staff Council.
F. Based upon recommendations/actions, the Staff Council may form workgroups
as necessary.
VII. Attendance Policy
Regular attendance is very
important in maintaining the flow of communication between the Staff
Council, the President/CEO and the Staff represented. If a representative
is unable to attend two consecutive, regularly scheduled meetings,
the Staff Council may request the Staff to elect a new representative.
VIII. Change in By-Laws
These
by-laws can be amended by a two-thirds vote of the members of
the Staff. Amendments to the by-laws will require a two week written
notice to the Staff Council.
